Conflict between Vlora Airport partners - Karakaçi: Delays are being penalized, disagreements cannot block operations

The government has started applying penalties for delays at Vlora Airport, while guaranteeing that the airport will be built and operational. After the government meeting, the Minister of Infrastructure and Energy, Enea Karakaçi, stated that:
" The Vlora Airport, as I said before, unfortunately I would say regarding the Albanian government, has become well-known in the media everywhere. There is a commercial, civil dispute between two of their partners. We must emphasize the fact that these partners have come together through a merger agreement and have offered to build the Vlora Airport.
There is a commercial dispute between them, which has definitely become public and media-related, and has also had a kind of, let's say, impact in terms of the optics and image of this airport. I wanted to emphasize a few things:
First of all, I, the Ministry, have been very careful all along with all communications with the operators. Why? Normally we want to implement the concession contract.
However, I recently sent them a letter, in which I absolutely requested that the civil commercial disputes they have with each other should not be the cause for the blockage or non-operation of Vlora Airport.
By also setting them a 30-day deadline to resolve this civil dispute they have with each other, and by committing myself as a minister and as a minister, so that if they need it, we can sit down and find, help them find a common language.
The fact is that, and you have seen, that the airport has advanced in its construction works. So, it has been built, the runway has been built and we are nearing completion. I cannot tell you exactly how much work is being done, but it is very evident. Each of you has seen in the images made public that the airport has progressed well in terms of advancing civil works. Of course, we will take all the necessary measures for the airport to be completed and operational as soon as possible.
"Its completion will definitely be done as quickly as possible, according to the deadlines that the companies themselves have requested to do. Meanwhile, also, an important element that I want to emphasize is the fact that for every day of delay and for every month of delay there are penalties. We have already issued the first penalties, the first penalty invoices for the respective delays. But what is most important to emphasize is that the airport will be built and be operational."
