854 complaints about misuse of personal data - Commissioner's Office 93 investigations in healthcare, banking and technology

Citizens have filed 854 complaints with the Commissioner for Personal Data Protection and the Right to Information during the past year related to the misuse of their data, while investigations have been conducted in highly sensitive sectors, such as healthcare, banking, technology, etc. Commissioner Besnik Dervishi has presented the data for 2025.
"Regarding the protection of personal data, 854 complaints were handled during 2025, 93 administrative investigation procedures were conducted. Investigations were conducted by public institutions as well as private controllers, with a special focus on high-risk sectors, such as health, transport, the banking sector, technology. Administrative investigations also in priority areas related to the publication of data in violation of the law. Administrative investigations in the education sector."
Regarding the right to information, the number of complaints against public institutions has also been high.
"During 2025, 897 complaints were submitted to the commissioner and were handled together with 36 carried over from 2024. 524 of them were resolved and 33 decisions were made, of which 2 decisions with administrative sanctions. The interest of citizens concerns issues related to public interest, public funds, healthcare, etc."
During 2025, the Commissioner's Office continued to monitor proactive transparency in public institutions, especially in sectors of particular importance, including health, and issued 12 recommendations and 51 administrative investigations regarding the transparency program, and also imposed 12 administrative sanctions.
Over the past year, there has been a slight decrease in the number of authorities with high transparency from 30 to 28 and a slight increase in the number of authorities with minimal transparency. The Commissioner stresses that there is still a need to further strengthen administrative capacities and proactive transparency.
