Pristina, 10 euro tax for non-resident vehicles? - Citizens and experts, against: "Discriminatory and exclusionary"

The Municipality of Pristina has initiated the final procedures for a new draft regulation that foresees the imposition of a tax of 10 euros for every non-resident citizen entering the center of the capital by vehicle, as well as a fee of 1 euro per night for visitors staying in Pristina. Payment will be made through authorized entry points, an electronic system, or other platforms approved by the municipality.
The initiative has sparked reactions from citizens and experts, who have described it as an additional and unfair burden.
According to experts, the document has been interpreted differently by municipal officials, initially presenting it as a tax for entering the municipality, and then as a tax for the central area. They raise concerns about equal treatment, highlighting the role of the Constitutional Court of Kosovo in assessing similar cases. “The Constitutional Court has in several cases found that institutions have followed the discriminatory principle in their policies or initiatives,” the experts say.
According to them, the proposed tax is considered discriminatory and exclusionary and as such, they demand that the Municipality of Pristina abandon this idea. They believe that the traffic problem in Pristina will not be solved with this measure, but with other policies such as parking management and infrastructure.
The draft is currently under public consultation, while the Municipality has also announced a meeting with citizens for discussion.
