Criminal amnesty expected to release around 10% of prisoners - Gogu: More opportunities for rehabilitation

The Minister of Justice, Toni Gogu, presented the new draft law "On granting amnesty" to the Committee on Legal Affairs and Public Administration, emphasizing that its implementation is expected to bring a significant reduction in the number of people serving sentences in penitentiary institutions.
According to the minister, the current capacity of the prison system in the country is 5,292 places, while the number of accommodated persons reaches 4,769. With the entry into force of the amnesty, it is expected that the prison population will be reduced by about 10%.
"Our estimates show that after the implementation of this law, we will have a reduction of approximately 10% in the number of convicts in the penitentiary system," Gogu declared to the deputies.
However, the minister explained that reducing the number of prisoners is not the main objective of the legal initiative. According to him, the greatest benefit is related to the opportunity to improve the conditions and quality of treatment for persons who will continue to remain in prisons.
"This is not the fundamental purpose of the amnesty, but it is a positive effect that creates more space and opportunities for us to provide better quality treatment to other convicts ," he said.
Gogu also underlined that the concept of justice should not be limited only to punishment, but also to the assessment of the moment when the punishment measure has achieved its goal.
"Justice is not measured only by the ability to punish. It is also measured by the ability to understand when punishment has fulfilled its function and when society can offer a new opportunity for integration," the minister declared.
The amnesty bill is expected to be further reviewed in the Assembly, while the government argues that it will positively impact the process of rehabilitation and social reintegration of the beneficiary categories.
