In an economy where wages remain the most sensitive indicator for citizens, the question of who actually finances work in Albania is not just a statistic. It shows which sectors the labor market relies on and who bears the main weight of payments in the economy. The latest INSTAT data on annual non-financial accounts by institutional sectors show that, in 2025, compensation of employees, which includes wages and social contributions, accounted for 33.57% of gross value added, up from 31.74% a year earlier.

The non-financial sector, which includes private companies in industry, construction, trade and other services, remains at the top. This sector covered 48.18% of total employee compensation in 2025, confirming that private business continues to be the main source of labor payments in the country. Although its weight is lower than a year ago, it remains far from other sectors in financing salaries and contributions.

Public administration ranks next, with 29.55% of total compensation. This means that the state continues to have a very large role as an employer and payer in the economy, covering almost a third of work-related payments.

The household sector, which includes the self-employed, individual businesses and family economic activities, has also recorded growth. The share of this sector in employee compensation reached 18.09% in 2025, up from 15.10% a year earlier, indicating that work related to self-employment and small economic units has gained more space in the payment structure.

Meanwhile, the financial sector, which includes banks and financial institutions, has a modest share, at 3.38% of the total. Even smaller is the share of non-profit institutions serving families, at only 0.88%.
