Set the price for self-producers' energy - Parliament, request to ERE. Market liberalization and quality of supply also in focus

The Assembly has assigned a number of tasks to the Energy Regulatory Authority for 2026, asking it to accelerate reforms in the electricity market, advance the liberalization process, and improve service standards for consumers. In the resolution on the institution's activities, the Assembly, among other things, requests that the ERE approve the price of electricity produced by self-producers.
"Immediately after the approval of the methodology by the Council of Ministers, to approve the price of electricity produced by self-producers, as well as to play a proactive role and intensify cooperation with all actors and stakeholders, with the aim of addressing challenges and standardizing processes related to the promotion and integration of self-producer projects", said Ceno Klosi, rapporteur for the resolution.
Another priority set out in the resolution is related to the approximation of Albanian legislation with that of the European Union and the full liberalization of the market.
"In the context of harmonizing national legislation with the EU acquis, ERE should continue its efforts and cooperation with all stakeholders to enable the transposition of the energy integration package, as well as the full liberalization of the retail electricity market ," said Klosi.
The resolution also stops at investments in energy networks.
"ERE, during the process of reviewing the investment plan of the DSSH and OST, should focus on the one hand on increasing transmission capacities to increase the operational flexibility of the electricity system and at the same time focus on guaranteeing supply according to qualitative and sustainable standards. ERE should also take regulatory measures to improve service quality standards in the energy distribution system, aiming to increase performance indicators, reduce average outage time, as well as indicator improvements related to service quality", - said Klosi.
The 2026 resolution also calls for measures to address consumer complaints or increase awareness of energy efficiency.
