Reform in administration, EU assesses Albania's progress - Pirdeni: ASPA

Public administration reform and civil service modernization remain among the main priorities in Albania's European integration process.

During her report to the Committee on Legal Affairs and Public Administration, the Minister of State for Public Administration and Anti-Corruption, Adea Pirdeni, presented the progress of reforms and the annual activity of the Department of Public Administration.

According to the minister, the European Union's assessments of Albania highlight a consolidated strategic framework for public administration reform, as well as for public finance management.

One of the elements positively assessed is the salary reform in the public sector, including at the local self-government level. Minister Pirdeni also focused on the progress of the cross-sectoral strategy for public administration reform for 2025.

“As for 2025, it was the adoption of the cross-sectoral public administration reform strategy and its action plan 2025–2027, reflecting the findings of the latest evaluation report of this institution for Albania. 57 measures of this strategy and 119 activities were monitored, which were assessed with a satisfactory level of implementation of over 72%. Progress was particularly noted in strengthening strategic planning, policy coordination, advancing civil service reform, especially the expansion of digitalization and modernization of the organization of public administration.”

Among other things, Minister Pirdeni also listed the most important developments of 2025.

"Also, a special focus in 2025 has been dedicated to strengthening the role of the School of Public Administration (ASPA). This as a central institution for the professional development of the Albanian public administration. The changes adopted during 2024 brought a positive trend, as a result of which the attractiveness of training in public administration increased to attract the best experts, as a result of the increase in the level of payment for trainers. At the same time, ASPA has continued to expand its activity and there is a significant increase in the participation of employees from one year to the next in the professional development offered in all programs offered by ASPA. ASPA's self-financing model has also continued to be implemented through the expansion of the training offer for certified training. In this context, the school has trained 540 participants from the private sector, mainly in areas such as public procurement, human resource management, and project management."

The minister also emphasized that important issues such as the revision of the two acts, the law "On the Civil Service" and the law "On the Functioning of the State Administration", were also addressed.
