Fuel consumption continues to decline - High prices, imports fall in May. 55.4

For the second consecutive month, fuel consumption in the country continued to decline, due to high prices during this period.

Official data from the General Directorate of Customs shows that, as in April, the amount of fuel imported and cleared in May decreased compared to May 2025.

Specifically, during the month just ended, 55.4 thousand tons of fuel were cleared from customs out of 59.8 thousand tons that were imported in May 2025, a decrease of 4.4 thousand tons. The figure is also lower than April 2024.

But even if we make a 5-month comparison, it is noted that for January-May 2026, 263.1 thousand tons of fuel were imported, about 16.1 thousand tons less than the same period a year ago.

Due to the conflict in the Middle East, March and the following months brought a significant increase in the price of oil and gasoline in the country, reaching levels of around 224 lekë/liter, prompting the establishment of the Transparency Board with the aim of setting ceiling prices for wholesale and retail sales. However, given that there has been a kind of stabilization of prices in recent days, the government decided to abolish the Board.

As for other excise goods, an increase in imports is noted during May 2026 for cigarettes, coffee and beer.

Specifically, 334 tons of cigarettes were imported, an increase of 89 tons compared to May 2025, and 1039 tons of coffee, which also results in an increase of 10 tons compared to May last year.

Beer imports have also increased, with 5,375 tons cleared in May 2025.

Meanwhile, as of 5-months, imports of cigarettes, coffee and beer resulted in a decline. Expectations are that due to the start of the summer tourist season, consumption will continue to increase for these goods, given that service activities will be in full function of domestic vacationers and foreign tourists.
