Small business "keeps" the economy going - OECD: Albania advances in

Small and medium-sized enterprises continue to be the main pillar of the Albanian economy, generating around 78% of value added and over 82% of employment in the country. According to a recent OECD report for 2026, Albania has made progress in supporting this sector, although challenges remain numerous.

The report estimates that support for businesses investing in green technologies has been expanded, through grants, financing schemes, and projects that promote the use of modern technologies and sustainable business models.

Entrepreneurship education in the education system has also been strengthened, while programs to support women entrepreneurs have been increased. Currently, women account for 58% of participants in state-run entrepreneurship training programs. Another positive development is the strengthening of the innovation ecosystem. The Smart Specialization Strategy, grants for innovative businesses, and the opening of the Durrës Technology Park aim to create more opportunities for startups and cooperation between business and scientific research.

However, the OECD also highlights some weaknesses. Albania still does not have a dedicated program for restructuring businesses facing financial difficulties, while recovery rates remain lower than the European Union average. The report also raises concerns about the lack of qualified skills in the labor market, which makes it difficult for businesses to transform and increase productivity.

Another challenge remains digitalization. Although most businesses use at least one digital tool, more advanced technologies, such as artificial intelligence, data analytics, and automation, are still used at low levels.

According to the OECD, addressing these challenges will be crucial for small and medium-sized enterprises to increase competitiveness and further contribute to Albania's economic development.
