Albanian businesses, economic groups with EU partners/ 250 thousand euros cost for law enforcement and new systems

Albanian businesses will have the opportunity to create joint cooperation structures with companies from European Union countries, through economic groups of European interest.
The draft law drafted by the Ministry of Economy and Innovation creates for the first time the legal framework for the establishment and functioning of these clusters in Albania, fully aligning domestic legislation with the relevant European Union regulation. The clusters will enable businesses to collaborate on joint projects in export, tourism, technology or professional services, without the need to create a new commercial company.
According to the report, out of about 130,000 active enterprises in Albania, only 5.3 percent have foreign or joint participation, which indicates a still untapped potential for cross-border partnerships.
The group will be registered with the National Business Center and will acquire legal personality. It can have up to 20 members and cannot employ more than 500 people. Major decisions, including the admission of new members or changes to the contract, will require unanimous approval.
Members will bear unlimited and joint liability for the obligations of the group. Profits and losses will not be taxed at the group level, but will be passed directly to the members. The implementation of the law is expected to cost around 250 thousand euros for staff training and improving the CCB systems. The electronic system is expected to be connected to European business registers by the end of 2027
