Prime Minister Edi Rama has spoken about the citizens' opposition to the project in the Narta lagoon. In his speech, the head of government emphasized that the land is completely private, while emphasizing that the investment is serious and the development company is conducting an environmental study, before the project is approved by the National Territorial Council.

"The land has been registered in mortgage for many, many years and negotiations with the owners are matters between the parties, which we have not entered into.

Claims are legitimate, but they are resolved in the courts, because property titles are the basis of any activity, not claims.

In March 2026, a completely different project was presented, re-conceived with a completely different approach, design, development, environmental. The National Council of Territory, the traders who are selling Albania on my behalf, have set concrete conditions and restrictions for the continuation of the project. First, it is written, the project will be developed only on private properties with ownership titles in the cadastre and no other disputed property or that could result in a piece of state. The lagoon is not affected, it is written! The development cannot include the marina, it is written. There was a marina in the first and second versions, it was removed. It was requested that a detailed project be drafted later and consultation with the responsible authorities and only after the project has been seen in its entirety. I am not telling you that investors say that in Albania the state should be so rigorous, even though they have said everything according to the law book. 

The definition of the buffer zone is written, the project must consider and respect the buffer zone from the lagoon line. This distance must preserve the natural landscape, the quality of the habitat and guarantee the ecological processes characteristic of the area. It is written, in advance, when the company arrived and faced all the remarks. The infrastructure permit in April 2026 was granted for the realization of the necessary crossings for the placement of temporary equipment that will be used for the study of biodiversity. The development property is private property."

The Prime Minister said that the area is classified as a protected landscape, which falls into the fifth category, so nature can be combined with human activity.

"Pishë Poroja is not a protected area of ​​the first or second category, but is classified as a fifth category, a protected landscape. There is a government decision for the declaration of a protected landscape, but what is important to say is that in 2017 these categories were fully adopted. The essence is all aligned with the highest international standards and in principle the further you go from categories 1 and 2, the more limited human intervention is. While for category 5, nature and human activity are intertwined. They have historically coexisted and will continue to coexist. On the map of Europe there are similar wetlands and where there are full economic and social activities. In article 20 of the law, it is precisely defined that a protected landscape can be built."

Rama also spoke about the Sazan project, which unlike Zvërnec is state land and negotiations are continuing, as the Albanian state will be a partner in the investment and Sazan will not be sold.
