"The Zvërnec Project, the state has no part" - Rama: The claims are legitimate, but they are resolved in the courts

Prime Minister Edi Rama is giving a speech at the meeting of the Socialist Party parliamentary group regarding the developments in Zvërne. Among other things, he said:
"The project started as an interest from investors in 2023 and started as an interest together with Sazani and our position has been: Sazani is public land. It has been a long-standing desire of other governments to turn it into a tourist destination. We are ready to work with you and keep in mind that that land is not for sale. We want the state to be a co-owner. The sellers and the corrupt made Albania 1 euro and took the share, they did not give it to the state.
For the Zvërnec project, you need to look at the properties and owners, since we have no stake there, what the state could be is negligible.
The world has its own scores to settle and its own battles to fight, so the project has also been of interest, but with an agenda, not to inform their people how much Albania is developing, but to find needles in a haystack. That is why investors have invited architectural excellence.
The Albanian administration has protected your interest, our interest, the country's. We have done our duty not only procedurally, but in a patriotic way. I have seen buildings in the project. Where you found them, they have been returned by the institutions. We want more. The land has been registered in mortgage for many, many years and negotiations with the owners are issues between the parties, in which we have not entered. We are focused on Sazani, for which negotiations have not been completed, because we want the Albanian state's part. The fencing of the property was done based on the development permit, which is not the construction permit. The fencing of the property is the right of every owner when he receives the development permit.
For the first time yesterday I heard that there is a homogeneous Greek population there, I had never heard this before, maybe I am ignorant. I was amazed by the statement of the foreign ministry, that it was an act of violence, but it was not an act of state violence, as happens with Albanians in Albanian prisons, or as has happened before with Albanians on the streets of Albania.
Claims are legitimate, but they are resolved in the courts, because property titles are the basis of any activity, not claims. As happened up there in Rrjoll, where the land was purchased by the owners who had the papers, but the place cannot be developed if it remains suspended over the property titles.
"The foreign forces do not want this project. They do not want it because it is competition, because this project raises Albania to another level with its own realization. Of course, the behavior of the security company was disgusting and no less disgusting was the behavior of the local police leaders, which was immediately reacted to by the State Police."
