Karakaçi inspects works at the OST substation, Elbasan 3: Investment in the transmission network responds to the increase in energy production capacities

The Elbasani 3 electrical substation is another strategic investment of the Transmission System Operator. Recent developments in the sector, especially the increase in production capacities mainly from photovoltaic plants, has increased the need to strengthen transmission lines, in order to cope with flows, as well as increase the security of the electro-energy system.
The Elbasani 3 electrical substation will serve as an important node at the 400 kV level, enabling a more balanced distribution of energy flows, reducing congestion in existing corridors and improving voltage stability in the system.
The Minister of Infrastructure and Energy, Enea Karakaçi, together with the Administrator of the Transmission System Operator, Elisian Bici, inspected the progress of the works at the Elbasan 3 substation site.
"This substation is not only a key point for our country, but also for the countries of the region, as we provide security to all countries here, the interconnection lines we have with Greece and North Macedonia pass here. This is a new substation that has the capacity to handle all the flows that will pass through this network, at the same time we provide added security to the coastal area and the Fier area", announced administrator Bici.
This substation will operate at a voltage level of 400kV, while several 400kV lines will also be integrated into it. The works have advanced significantly and it is expected that this investment will be completed very soon. "It is a very important investment because we are in a 400 kV substation and it also makes all the connections with 400 kV lines for the first time with the Fier part and then with the border parts. Meanwhile, it is a very important substation for all lines in the country", said Minister Karakaçi.
The Minister of Infrastructure and Energy said that increasing production capacities through photovoltaic energy also requires investments in the transmission network to respond to all this growing flow, so this substation also serves this development, which is growing year after year.
"This is a very important investment as it is one of the best mechanisms to unleash renewable energy in Albania. The measures taken by the Albanian Government and the Ministry of Infrastructure and Energy in recent years are impressive in fact. We have over 10% this year of the energy produced in the country coming from photovoltaic energy. By the end of 2026 we have about 600 megawatts of capacity already approved by the Ministry and we expect that by the end of 2027 we will have an additional 1,000 megawatts of generating capacity from photovoltaics ," said Karakaçi.
The Elbasani 3 electrical substation will also be connected to other main substations in the area through new and existing transmission lines.
