Prime Minister Edi Rama has announced that work is underway to establish a new public procurement system, which will be based on artificial intelligence and will be built according to the highest principles of transparency set by international institutions.

During a press conference, the head of government said that every announcement will be published in the European Union's electronic format and simultaneously on the central European platform.

"The system is planned to be built with the highest principles of transparency written by international institutions and organizations. All publications will be based on EU electronic formats and each announcement will be published simultaneously on the central European platform Tender European Daily. We will be in another phase and within this mandate for Albania in the EU in 2030. This project is not simply a technological project, but a manifesto of our national will for an Albania state. The sun will mark the transition from one era to another era of doing business. It is a total reversal of a system and a reflection in Albania of all that technology gives to countries that through technology have unprecedented chances in the history of humanity to make breakthroughs that would be impossible without technology. We will present our detailed plan in the coming weeks, as we will start by recruiting digital technology specialists for this project and not only" , said the Prime Minister.

Among other things, the Prime Minister said that the European Court of Auditors' report highlights competition issues in public procurement in EU countries as well, while emphasizing that Albania presents some more positive indicators than the European average in terms of contracts with a single bidder and the average number of bidders per procedure.

“The report speaks of a declining level of competition for public contracts in recent years, speaks of a lack of awareness regarding the fact that competition is a key prerequisite for value for money in public procurement, speaks of key indicators for measuring competition that remain unsatisfactory in most Member States; speaks of over 40% of competitions held with only one bidder, over a 10-year period; speaks of a lack of competition that affects prices and costs and of an average duration of procurement procedures increased by around 50%. Meanwhile, the level of publication and the participation of small and medium-sized enterprises remain at unsatisfactory levels. These are just some of the conclusions of the European Court of Auditors’ report on EU countries.

Meanwhile, if we put our country's position in context, in the essential indicators that the EU defines, competitiveness and if we look at the competitiveness table, the position of our country, if on average contracts with a single bidder constitute 32.3% of contracts in European Union countries, for Albania they are 23.5% and if in the general overview of member states, there is a large group of countries that start from 57.4% and go down to 35.8%, Albania is among them and countries like Sweden, 22.9%; Germany 22.6%; Finland 20.3%; France 20% and our country is above these by very little, i.e. 23.5%.

Even in the number of bidders per procedure, which the report defines as 3.2 bidders per procedure on the EU average, Albania has 3.7 bidders on average and further, in Albania in 2025, the number of public works procurements that have been closed with a winner and have had only one bidder is exactly 12%, while the European Court report states that the average of EU countries is 14% , Rama said.

Meanwhile, the negotiator for Chapter 5, also Director General of the Public Procurement Agency, Reida Kashta, brought a comparison between Albania and EU countries, while emphasizing that with regard to this chapter, Albania does not have intermediate milestones, but only closure objectives, describing this as a positive element.
