France assists Albania in the recovery and management of organized crime assets

The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK) held a working meeting with representatives of AGRASC, the French Agency for the Management of Sequestered and Confiscated Assets, as well as with representatives of the French Embassy in Albania.
The meeting took place within the framework of strengthening inter-institutional cooperation between Albanian and French authorities in the field of identification, seizure, confiscation and administration of criminal assets.
The meeting was attended by the Chief Administrator of AAPSk, Ms. Risena Xhaja, the Deputy Minister of the Ministry of Interior, Silva Caka, and the Director of the Asset Recovery Office (ARO), Arben Ujkaj, while from the French side were present Ms. Charlotte Hemmerdinger, General Director of AGRASC, Mr. Samuel Richard, Deputy Ambassador of France to Albania, as well as Mr. Jetnor Isufaj from the Internal Security Office of the French Embassy.
During the discussions, the consolidated French experience and expertise in the fight against organized crime and in the management of criminal assets was appreciated, especially through structures such as PIAC and AGRASC.
The parties discussed concrete opportunities for technical cooperation, including the exchange of experiences, the organization of trainings, study visits, and support in strengthening the institutional capacities of the AAPSK and Albanian partner structures.
The focus of the talks was also French support within the framework of a future European program for institutional twinning, with a budget of around 2 million euros, which aims to support AAPSK and ARO in strengthening mechanisms for the identification and confiscation of criminal assets.
Also, there was a discussion on the working visit that a delegation of the AAPSK will conduct in Paris in June 2026, where meetings will be held with representatives of AGRASC, PIAC and other French institutions in this field.
AAPSK remains committed to strengthening international cooperation and aligning with best European practices in the fight against organized crime and the recovery of criminal assets in the service of the public interest.
