AAPSK requests more cooperation with municipalities: Confiscated assets in the

Within the framework of the Forum "Strengthening the local social protection system, financing and structures", held in Tirana, the Agency for the Administration of Sequestered and Confiscated Assets (AAPSK) presented the role and concrete opportunities for the social use of confiscated assets, as an instrument in support of communities and groups in need. 

During the forum, the Chief Administrator of the AAPSK, Risena Xhaja, emphasized that Albania has made important steps in strengthening the rule of law and the fight against organized crime, but according to her, the real challenge remains the return of assets of criminal origin for the benefit of citizens and the community.

In her speech, Ms. Xhaja stated that the mission of the AAPSK is the transparent, efficient and public impact administration of seized and confiscated assets, turning them into concrete instruments of social development and solidarity.

"We believe that assets that were once the product of criminal activities should be returned to the service of the community, contributing to improving the lives of citizens and strengthening social cohesion," said the Chief Administrator of AAPSK.

She also emphasized the importance of cooperation with local government, underlining that municipalities are the institutions closest to citizens and know better the concrete needs of their communities. According to her, the creation of bridges of cooperation between the AAPSK and local government units creates real opportunities for the use of confiscated assets for social services, community centers, support for vulnerable groups and other initiatives of public interest.

In line with European best practices, the social use of confiscated assets is today considered not only an instrument of social justice, but also a strong public message that illicit gains can be transformed into opportunities for citizens and communities.

AAPSK reaffirmed its commitment to strengthening transparency, institutional cooperation and efficiency in the administration of seized and confiscated assets, emphasizing that only through close inter-institutional cooperation and with local and international partners can sustainable models with real social impact be built.

The forum was organized in partnership with the Ministry of Finance and the Agency for Local Government Decentralization, with the technical support of UNICEF, within the framework of the joint United Nations program "Leaving No One Behind".
