EU and government evaluate reforms with European funding - Albania has so far benefited from 213 million euros from the Growth Plan

The European Union and the Albanian Government held two annual monitoring meetings in Tirana, where the progress of reforms and projects financed by the EU was reviewed, within the framework of the Reform and Growth Instrument and the Instrument for Pre-Accession Assistance, IPA.
The meetings focused on the implementation of Albania's Reform Agenda, part of the Growth Plan for the Western Balkans. This instrument aims to accelerate economic convergence with the European Union, increase competitiveness and prepare the country for membership in the EU Single Market.
The reforms are focused on five main areas: business environment, human capital, energy, digital transformation and infrastructure, and the rule of law. Since the launch of the program in 2024, Albania has completed 21 out of 41 reform steps in the first reporting period and 12 out of 21 steps in the second period.
On this basis, the European Union has so far disbursed 213 million euros in three installments, out of the total package of 922 million euros.
The European Commission assessed Albania's performance as one of the best in the Western Balkans, but stressed that maintaining the pace of reforms will be crucial for future disbursements and for the possibility of obtaining additional funding. Meanwhile, within the framework of IPA, the implementation of around 150 projects that are currently in progress and that support reforms related to EU membership was reviewed.
During the discussions, the launch of new projects in areas such as anti-corruption, environment, local governance and food security was welcomed. In addition, 100 million euros were approved under the IPA 2025–2027 program for justice reform, the rule of law, human rights and good governance.
