Transport of goods, towards electronic documentation - Draft: "Paper" will be replaced with digital information by 2029

The Council of Ministers has approved the draft law “On electronic freight transport information”, which aims to digitize accompanying transport documentation and reduce administrative costs for businesses and transport operators. The draft law creates the legal framework for the electronic communication of regulatory information between economic operators and state authorities, fully aligning Albanian legislation with the European eFTI (electronic Freight Transport Information) regulation.
According to the draft, economic operators will have the opportunity to submit the documents required for the transport of goods in electronic form through eFTI certified platforms, while state authorities will be obliged to accept these documents no later than July 1, 2029. Until then, the use of the electronic format will be on a voluntary basis and will not exclude the use of paper documentation.
The draft law foresees that the system will cover all modes of freight transport, including road, rail and air transport, as well as the transport of waste and dangerous goods. Information will be exchanged through certified electronic platforms, which must guarantee security, interoperability and data protection.
The draft law also sets out the rules for the certification of eFTI platforms and service providers, as well as the obligations of public institutions to ensure secure access and processing of information.
