Transport with new legislation - 45% of laws require full approximation with EU laws by 2027
The government aims to accelerate the harmonization of legislation in the transport sector with that of the European Union, according to the Transport Sector Strategy 2030, issued for public consultation.
The document foresees that our country will achieve full legal approximation with the EU acquis by 2027 and its full implementation by 2030, as a key step in the European integration process and in function of creating a safe, competitive and interoperable transport system.
However, the strategy recognizes that currently the country is still in an intermediate stage, as about 45% of European legislation in this sector still remains to be fully approximated, while only a limited part has been fully implemented.
In this context, the document foresees a series of measures to accelerate the process, including the drafting of a detailed work plan for the years 2026–2027, strengthening the capacities of institutions and training the administration for the implementation of European legislation.
Among the main priorities is the approximation of rules for road transport, including market access, social rules for drivers and the development of infrastructure for alternative fuels. It also envisages the full harmonisation of the legal framework for rail, maritime and air transport, in line with EU packages and directives.
The strategy stresses that legal approximation is not sufficient without effective implementation, so an important part of the reform is related to the strengthening of regulatory authorities, the use of digital monitoring systems and the enhancement of control and supervision mechanisms.
