Albania towards "gigabit" internet - New changes expected to bring 5G

Faster internet and higher-quality digital services are expected to receive a new boost in Albania, through an initiative that aims to modernize electronic communications networks across the country.

The main goal of a draft law prepared by the Ministry of Infrastructure and Energy is to build very high-capacity internet networks, such as fiber optics and 5G technology, faster and at lower cost, significantly improving connectivity for citizens and businesses.

But what will change specifically in practice?

First, the way networks are built. Currently, companies are often forced to build new infrastructure from scratch, which is time-consuming and costly. With the new rules, they will also be able to use existing infrastructure, such as pipes, poles, ducts or spaces in buildings, avoiding double investment.

Second, clear rules for access are established. Any operator seeking to build a network has the right to request the use of this infrastructure. Meanwhile, existing operators and public institutions will have to offer it on fair and equal terms for all. Refusal will be allowed only in justified cases, such as lack of space, technical problems or security issues.

Another important change is related to the coordination of works. In the future, when roads are opened or construction is carried out, these processes will be used simultaneously to lay internet cables. This will avoid repeated road openings and save time and money for all parties.

It also increases transparency in the sector. Operators will be required to provide basic information about the infrastructure they have, such as its location and usage. This helps other companies to better plan investments and avoid unnecessary network overlap.

Another important element is that the rules aim to protect both property owners and the public interest. Access to infrastructure should not infringe on property rights and will always be done on a fair and transparent basis.

At the same time, this initiative updates the existing legal framework, replacing the current law and aligning it with European Union standards for gigabit networks.

The goal is less cost for building networks, more investment in technology and, ultimately, faster, more stable and more affordable internet for every citizen.
