Compensation for former persecuted persons changes, Malaj: Within 4-5 years, we

After today's Government meeting, Finance Minister Petrit Malaj announced the decision taken on payments to former political prisoners. According to him, "The changes proposed by the Ministry of Finance, first of all, consist of removing the payment of compensation in installments, that is, in eight equal installments. On the other hand, we have decided that for all those payments that are worth up to 1 million lek, payment will be made with the next installment.

Through these proposed changes, the Ministry of Finance predicts that within four or five years we will fully settle 6 thousand files, out of 10,360 in total.

​Also, these changes have several other advantages:

The first is related to the payment processing part. There will be faster payment processing.

​If today we have a payment processing from installment to installment, which ranges from 3.5 to 4 years, with the changes proposed by the Ministry of Finance, the payment time between installments will be shortened from 2 to 2.5 years.

​Also, these changes will bring about the need to increase the fund for compensation to former political prisoners, which for 2026 is 1.5 billion lek or 15 million euros.

​So, the proposed changes will not only increase the efficiency of payments for former political prisoners, but will also fulfill a moral obligation we have towards this category, as well as their families.

On compensation payments for former political prisoners from the communist regime

 

Today, at the meeting of the Council of Ministers, we approved an important change to VKM 419, which relates to compensation for former political prisoners of the communist regime. 

More specifically, the Ministry of Finance proposes that:

Removing the restriction on dividing compensation into eight equal installments.

All files with outstanding amounts up to 1 million lek will be settled within the next installment. 

With these changes, within a 4-5 year period, it is expected that around 6,000 files out of 10,360 in total, will be fully paid.

This change is expected to be accompanied by a number of positive effects:

Significant acceleration in process time, with the interval between installments reduced to around 2–2.5 years from the current 3.5–4 years 

Increase in the annual compensation fund. Currently, this fund is around 1.5 billion lek. 

This decision aims not only to increase the efficiency of payments, but above all to fulfill a moral obligation towards the families of all those who have suffered unjustly from the previous regime.
