Farmers have started applying for direct support measures through the National Agricultural Scheme. But who benefits and what are the exclusion criteria?

Referring to the instructions of the Ministry of Agriculture, beneficiaries under the support measures may be individual farmers, natural persons, legal entities and Agricultural Cooperative Societies (ACS).

Individual farmers must be equipped with the farmer's NIPT with active status, while SHBBs, natural and legal persons must be equipped with NIPT/NUIS with active status, according to the field of activity that includes the activity for which they are applying.

For support measures 1-8, the beneficiary with individual farmer status must have made the current social security payment. Invoices for direct support measures in accordance with the relevant criteria must have been issued during the period 2025-2026.

The financing of the amount received is done in a second-tier bank, in the bank account declared by the beneficiary in the application form, and the beneficiary must not be a debtor to the Agricultural and Rural Development Agency and the Ministry of Agriculture.

 The applicant undertakes to meet the conditions (SMR and GAEC) for the benefit of payments, according to the supporting measures and the fulfillment of the commitments is checked on the ground by the specialist/inspector in charge. Failure to fulfill the commitments for the year 2026 does not constitute a disqualification criterion and is not accompanied by a reduction in payments for the relevant measure. However, where appropriate, the specialist/inspector warns the applicant of a potential reduction in payments in the future and the application of sanctions, according to the national legal framework in force.

For investment support measures no. 10, no. 11 and no. 12, construction works, equipment, machinery and invoices/customs clearance acts must be after the date of conclusion of the contract. All goods, machinery and equipment must be new and unused. Financing for investment measures is provided up to the market value calculated by AZHBR, excluding VAT.

The beneficiary of investment measures with individual farmer status must have paid social security contributions.

 Applicants for investment measures will be excluded from benefiting from public funds if they have been convicted, by a final court decision, of: participation in a criminal organization, active or passive corruption, fraud, money laundering, forgery of documents, abuse of office, embezzlement of public or private funds, tax evasion, participation in a terrorist organization or commission of acts with terrorist purposes, concealment of income or false financial declaration, false bankruptcy (fraudulent bankruptcy), smuggling or illegal trade and any other illegal activity that harms the public economic or financial interests.

 The application deadline is June 26th through eAlbania, while for measures 10-12 it is done by submitting physical files to AZHBR.
