Dedicated fund for road maintenance - Draft: Revenue will be provided from road

“Creation of a dedicated road maintenance fund, which will be financed through user fees”. The establishment of this mechanism is foreseen in the draft Transport Sector Strategy and Action Plan 2030, and aims to guarantee sustainable financing for the TEN-T road network, at a time when maintenance costs are increasing and the public budget remains limited.

According to the document, the fund will be based on the “user pays” principle, including road tolls and potentially revenues from electric vehicle charging infrastructure. “This approach is in line with the Eurovignette directive and the European regulation on alternative fuels infrastructure,” the draft states.

The creation of this fund is directly linked to the implementation of the Road Infrastructure Management System (RAMS), which aims to bring about a more structured and data-based management of the road network. Through this system, institutions will have a complete overview of the condition of the roads, traffic and needs for intervention, enabling more efficient investment planning.

In parallel, the adoption of a multi-annual maintenance program (5 years) for TEN-T is envisaged, implementing performance-based maintenance contracts, as well as the reform of the ARA and the increase of technical capacities for the use and maintenance of RAMS.
