Tax evasion, criminal proceedings increase - 27.6% more in 2025. Hiding income,

Criminal offenses related to taxes and duties in 2025 have experienced a 27.6% increase in the number of registered proceedings and an increase of about 14.3% in the number of proceedings sent to court compared to 2024.

Data from the annual report of the General Prosecutor's Office show that for these criminal offense groups, there is an increase in the number of defendants registered compared to this total in 2024 of 90.9%, an increase in the number of defendants who have been sent to court of 33.3% and a decrease in the number of defendants convicted by the court of 20.8%.

Hiding income is among the main offenses, accounting for 65.7% for 2025. From the statistical data for 2025, a 44% increase in the number of proceedings registered for the criminal offense "Hiding income" is observed compared to 2024.

Failure to issue a coupon, receipt or tax invoice and engaging in an illegal or unregistered commercial activity accounts for 26.4% and failure to pay taxes and duties accounts for 6.3%, while in 2024 it was 12%.

The highest number of proceedings registered for criminal offenses related to taxes and duties is in the prosecution offices of the first instance courts of Tirana with 29% of the total number of proceedings registered, Durrës and Vlorë, respectively with 10% of the proceedings registered, Shkodër and Korçë 9% of the total number of proceedings registered, etc. While the lowest number is in the prosecution office of the first instance court of Gjirokastër where 1% of the total number of proceedings registered nationwide were registered.

The socio-demographic data of the defendants for these criminal offense groups, such as gender, age, education, social status, residence and judicial status, show that 85.23 of them are male.

Regarding the education of the defendants, it results that 10.7% have up to 9 years of education, 58.3% have secondary education and 30.9% of the defendants have higher education. For these crimes, 5 foreign citizens are also found as defendants.

Regarding social status, 92.8% of the defendants are employed in the private sector.

Regarding the defendants' judicial status, 97% have no previous convictions, 3% of them are repeat offenders for various criminal offenses.
