EU4Municipalities II, funding for municipalities - Prime Minister Edi Rama: Human capital, the most acute problem

Local government must increase human capacities in order to adapt to European standards and have the opportunity to attract funds from the union. This was stated by Prime Minister Edi Rama at the official presentation of the EU4Municipalities II project, the strategic program for strengthening local government.
"It is related to a project that does not simply embody financial support, but a strategic investment by the EU to promote the growth of the capacities of municipalities in the horizon of Albania's membership in the EU. This program is a program that is related to the modernization of our local institutions and the possibility that through it, the institutions can increase their human capacities, which are also our most acute problem of this time and of the times to come if we do not focus with all our strength today on addressing it.
The EU and membership are a blessing for Albania, but they are also a major challenge at the local level, as the consolidation of local government is inseparable and inalienable between the functioning of the EU and a member country.
"A significant part of European support for member states is related to local government. A significant challenge is to have the ability to absorb EU support through the knowledge of how to do this. At this point, this program is key. It is not the first 11 million euros as a simple amount, but it is the entire instrument and the way it is built, which should make all municipalities fully engaged in this process ," said the Prime Minister.
The European Union Ambassador to Tirana, Silvio Gonzato, said in his speech that over 70% of European Union legislation and regulations are implemented at the local level, which makes local government a key link in the integration process.
"In the EU, all local and regional authorities are the ones that turn laws, reforms, investments into deeds. More than 70% of EU regulations, legislation will be implemented on the ground, municipalities because they are bridges between citizens and Europe, that is why it is so important. The role of municipalities and our partnership is very important. For this work, we need a real partnership through local and central government", said Gonzato. Albania's European journey is not only taking place in Brussels or Tirana, it must also be embraced in every municipality of Albania, therefore the EU for Municipalities program aims to ensure that local government is not simply an observer of this process but an active partner in its formation. This program will provide a basis through 3 priorities, the first of which will provide better services and infrastructure for citizens. The second is local economic development which supports every corner of Albania and the third is the fact of having stronger and more transparent institutions because good governance starts with trust ," Gonzato said.
The program is implemented by GIZ in partnership with the Network of Local Authorities Associations of South-East Europe and the National Association of Municipalities. It aims to contribute to the sustainable development of local governance, through investments in infrastructure, modernization of municipal services and increasing institutional capacities in the service of citizens.
