AAPSK organizes the international conference "From Confiscation to the Public Good"

The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK) organized today in Tirana the international conference on the topic “From Confiscation to the Public Good”. The meeting was attended by the Minister of Interior, Besfort Lamallari, the Charge d’Affaires of the EU Delegation, Andre Rizzo, senior representatives of Albanian institutions, international partners and experts from different countries of the world.
In her opening remarks, the Chief Administrator of AAPSK, Ms. Risena Xhaja, emphasized that the fight against organized crime does not end with the sequestration or confiscation of criminal assets, but continues with their professional, transparent and efficient administration, as well as with the return of these assets for the benefit of citizens and the community.
She underlined that the Albanian authorities have made an international commitment that at least 50% of confiscated assets be used for the benefit of law enforcement institutions and the community, a target that she said was exceeded during 2025.
Chief Administrator Xhaja also focused on the significant increase in the volume and complexity of assets under administration, emphasizing that AAPSK manages hundreds of properties, vehicles, businesses and other assets with considerable economic value, which requires strengthening administrative capacities and continuous coordination with justice institutions and law enforcement agencies.
She further highlighted the improvement of the economic administration of seized and confiscated assets, noting that the income obtained from the leasing and use of these assets has been returned to the function of strengthening law enforcement and justice institutions. According to her, AAPSK has contributed funds and equipment to the State Police, SPAK, the Special Court Against Corruption and Organized Crime, the General Directorate of Prisons and other institutions of the justice system.
A special focus during the conference was devoted to the social reuse of confiscated assets. The Chief Administrator of AAPSK emphasized that these assets should not remain passive or degrade, but be transformed into spaces and services in the function of the community, education, culture and social development. She also brought to attention concrete cases of the transformation of confiscated properties into community spaces and projects in the service of citizens, in cooperation with local government.
Ms. Xhaja thanked international partners and civil society organizations for their continued support and cooperation, also appreciating the projects of local organizations that have benefited from AAPSK support.
In conclusion, the Chief Administrator of AAPSK emphasized that the evolution of forms of financial crime, the use of technology and the increasing complexity of criminal assets require strengthening international cooperation and continuous exchange of experiences and best practices.
The conference continued with panel discussions on inter-institutional coordination in the confiscation process, the administration of criminal assets and models of their social reuse, with the participation of experts and representatives from Albania, the European Union and other partner countries.
