KPP: 444 complaints from January to May - Evaluation of bids, main issues

Complaints from economic operators regarding public procurement procedures have increased significantly during the first five months of 2026. According to data from the Public Procurement Commission, a total of 444 complaints were registered from January to the end of May.

Their number started with 62 in January, increased to 68 during February and reached 94 in March. The highest level was recorded in April, with 112 complaints, while in May there was a slight decrease to 108 complaints. Compared to January, the number of complaints filed in May is about 74 percent higher.

The vast majority of objections relate to the way bids were evaluated. In five months, 300 complaints have been filed for this phase, or about 68 percent of the total. Meanwhile, 143 complaints have objected to the standard tender documents and only one complaint was classified in another category.

According to the subject of the contract, tenders for goods hold the main weight, with 233 complaints. They are followed by services with 172 complaints and public works with 39 complaints.

In total, 442 objections are related to public procurement procedures, while only two are related to auction procedures. No complaints have been registered for concessions, public-private partnerships, mining permits and procedures in the field of defense. The data shows that the main problems of tenders continue to focus on the evaluation phase and contracts for the supply of goods and services.
