OBP saves 40 million euros for the state budget in two years of operation

The Centralized Purchasing Operator (CPO) has managed to save the State Budget 40 million euros during its two years of operation. In this way, CPO continues to strengthen its role as a key institution for increasing efficiency, transparency and competition in public procurement in Albania.
During this period, OBP has conducted 1,163 procurement procedures, with a total value of procured funds exceeding 400 million euros. These results demonstrate not only the high volume of activity, but also the concrete impact on improving public finance management.
In addition to financial savings, OBP has brought significant benefits to public administration and the market, including increasing the number of procedures, reducing their development time, unifying technical specifications and prices, and digitalizing processes through dedicated platforms and tools.
An important element of this transformation is increased competition and transparency. Currently, around 600 economic operators are registered to receive automatic notifications of OBP procedures, contributing to increased participation and broadening the competitive base. In parallel, a growing number of institutions are using OBP catalogues on a voluntary basis, reflecting the trust in this centralized model.
In terms of sustainable procurement (ESG), OBP has taken concrete steps to integrate social and environmental criteria. During 2025 alone, 41 sustainable procurement procedures were developed, which constitute 7% of the procedures developed by OBP. Meanwhile, within the framework of social procurement, 16 procedures were developed, where it was required that at least 5% of employees be unemployed job seekers. In cooperation with AKPA, economic operators have declared over 350 job seekers for employment in public contracts.
The results achieved confirm that centralized procurement is an effective mechanism for better use of public funds, increased transparency and standardization of procedures. OBP remains committed to continuing to improve processes and further strengthen its role as a modern model of public administration at the service of institutions and citizens.
