Rules for fishing vessels change - Draft/ Mandatory installation of monitoring systems, measures and controls are strengthened

The fishing sector in Albania will be further strengthened, in line with the requirements and standards for the European Union market. The Ministry of Agriculture and Rural Development has initiated several amendments to the fishing law, which have been published for public consultation.
The draft law aims to strengthen the national fisheries control system, improve the traceability of fishery products, digitalize reporting and monitoring processes, and create the legal basis for the use of modern electronic monitoring systems in accordance with European Union standards.
The proposed changes also aim to strengthen institutional capacities for monitoring the fishing fleet and increase the efficiency of mechanisms for the fight against illegal, unreported and unregulated (IUU) fishing.
The legal amendments foresee the creation for the first time of a legal basis for the registration and monitoring of fishing activities carried out without floating vessels. Aiming at the formalization of this segment of fishing activity and the creation of mechanisms for the electronic registration and transmission of data on catches.
The innovation is the obligation for captains of fishing vessels to keep an electronic fishing logbook, as well as the definition of tolerance levels for recorded catch quantities. This change aims to improve the traceability and accuracy of reporting of fishing activity.
With the new legal changes, the installation of monitoring devices on board fishing vessels, the automatic transmission of data on the position of vessels, the use of AIS systems and exemptions for certain categories of small fishing fleets will be mandatory.
The draft provides deadlines for the installation of the fishing vessel monitoring system, stipulating that it must be installed by December 31, 2027 on vessels with an overall length equal to and greater than 9 meters up to a length of 11.99 meters and by January 1, 2030 for vessels with an overall length of less than 9 meters.
The remote electronic monitoring (REM) system shall be installed on board fishing vessels of 18 meters in length and over by 1 January 2030.
Fines for failure to install or damage them range from 200,000 to 500,000 lek.
