Cultural reform, National Strategy/New financial model published, aims to double

The draft decision for the "National Strategy for Culture 2026-2030" has been released for public consultation, which foresees the injection of 10 billion lek for this sector. According to the report, our country allocates only 0.3 to 0.5% of Gross Domestic Product for culture, a figure that ranks us at the bottom of Europe, where the European Union average is around 1.2%.

Precisely to overcome these structural weaknesses, this new draft law, drafted by the Ministry of Tourism, Culture and Sport with the support of the Italian Development Agency, brings a package of regulatory reforms. Among them, the complete revision of the Law on Art and Culture, the modernization of the norms for the protection of heritage and, for the first time, the sanctioning of the "Status of the Artist" stand out. From a figures point of view, the financial model of the strategy reaches an average value of 10 billion lek per year. The State Budget will cover the largest part, with 40% through the rationalization of existing funds and 30% from new public allocations, which will bring an annual increase of 3 billion lek in the initial phase. The remaining 30% will be guaranteed by international donors such as the EU, IPA III and the World Bank, as well as from diaspora contributions and private investments.

Through this plan, Albania commits to reaching 0.8% of GDP within five years, aligning itself with countries such as Romania, Bulgaria or Italy. The strategy operates on three pillars, the modernization of museums and cultural centers to increase the quality of life, the internationalization and export of Albanian creativity, and the digitization of archives through the establishment of a special Cultural Policy Coordination Unit. This draft law is now awaiting the opinions of interest groups in the consultation phase, while after approval, progress will be monitored with a formal review in 2028 and annual reporting to the Council of Ministers and the Parliament.
