Insurance market reaches 27 billion lek - Xhemali: In 2026, the innovation of verifying policies with QR code

Compulsory insurance continues to dominate the insurance market in the country, signaling more room for diversification.
Adela Xhemali, the Executive Director General of the Financial Supervisory Authority, reported to the Parliamentary Committee on Economy on the performance of this market in 2025, where she noted that the bonus-malus system has brought benefits to vehicle drivers.
"2.2 percent decrease in premium from bonus malus. The insurance market, during 2025, gross written premiums reached 27 billion lek, with an increase of 10.5 percent compared to 2024. Compulsory insurance dominates, and this shows that the market has more room for diversification. The investment portfolio reached 46 billion lek with an increase of 9%. During 2025, claims paid have remained at stable levels and the AFSA has continued its continuous monitoring of valuation and liquidation practices. The number of pending claims from insurance companies reached 12,309, marking a decrease."
On the other hand, the Head of the Financial Supervisory Authority has also announced the priorities of this institution for this year.
"Prioritization remains closely linked to the European integration process. Modernization of supervision. Our work is focusing on the legal framework. Work has continued on the modernization of the insurance market. The innovation is the verification of the policy with QR code."
During 2025, the markets under supervision were characterized by stability and expansion of activity. The total value of assets in these markets reached 149 billion lek, with an annual growth of 13%, reflecting an increasingly important role of the non-banking financial system in the Albanian economy and in the financial decision-making of citizens ranging from insurance and risk protection, to long-term savings, investment and retirement planning.
