The number of building permits decreases, but the surface area increases/ Tirana continues to hold the main weight of development with 93 permits

The Institute of Statistics has published the latest data for the third quarter of the year, which shows a double development in the construction sector. While the number of permits for housing and hotels has decreased, the total area foreseen for construction is higher compared to the previous two quarters, especially that of housing construction.
According to the data, during this period, 289 construction permits for new buildings were approved, while the total planned area reaches 350,603 square meters. The value of approved projects, including buildings and engineering works, reaches 15.9 billion lek, registering a decrease from the previous quarter, although the value related to housing construction is increasing.
Residential construction continues to dominate construction activity in the country, with 231 permits and a total area of 273,190 square meters. The non-residential building category, which includes hotels, commercial and industrial buildings, consists of 58 permits with a total area of 77,413 square meters. Tirana County continues to be the epicenter of construction development, topping the list with 93 new permits and 252,026 square meters of construction area, accounting for the majority of the space approved in building permits nationwide, reflecting the high demand for new construction in the capital.
An increase in the value of projects has also been observed in the Elbasan, Kukës and Dibër regions, however these figures are not necessarily related to the increase in construction for housing or businesses, as they also include infrastructure projects such as roads and highways.
INSTAT explains that the process of approving construction permits involves several institutions in addition to municipalities. Because there is still no unified reporting from all these institutions, the data published for this quarter is based only on municipal sources. The data published in the third quarter of 2025 cannot be compared with the data of the third quarter of 2024.
