"Smart City" in schools/ Lamallari: The project is expected to launch

The Minister of Interior, Besfort Lamallari, stated today that safety in schools remains an absolute priority of the Albanian government and a personal duty for him and for the Ministry of Interior, in order to guarantee a safe environment for students through the "Smart City" project.

Lamallari emphasized that the project aims to begin implementation within the new academic year, including special surveillance in public school environments, without violating students' privacy.

"School safety is an absolute priority and a personal duty of mine and the Ministry of Interior. Our goal is to guarantee a safe environment for children and start the new school year with modern monitoring systems, without violating the privacy of students," Lamallari declared.

He announced that the institutions have been in constant communication with the Commissioner for Personal Data Protection to guarantee compliance with legal standards. According to the minister, the most important element is the prevention of tragic events and guaranteeing the smooth development of the learning process.

"Parents should be reassured that their children, when they are at school, are safe and protected," he said. Lamallari explained that intensive work has been done over the last two months to implement the project and that the system will enable direct connection of schools with the monitoring centers of the State Police.

He stressed that artificial intelligence will be used to analyze rapid security signals and help the police respond in real time. "Not all data is recorded. Data is protected and processed only according to the law and in full compliance with the regulation on the protection of personal data," the minister declared.

According to him, the main innovation of the project is the use of artificial intelligence within the "Smart City" system, which will automatically analyze the footage of existing cameras and will only identify cases that are considered of interest to the State Police.

"The system partially replaces the human aspect of monitoring, automatically identifying footage that may be of interest for preventing or investigating an event and enabling a faster response from the police," said Lamallari.

He added that this technology will be applied for the first time in Albania and will initially be deployed in schools, to later be extended to public spaces with a high frequency of citizens and tourists, as well as in order to increase road safety and reduce accidents.

The Minister also underlined that the system aims to reduce unnecessary contact between police officers and drivers, minimizing the opportunities for illegal behavior or corrupt cases.

"Anyone who works in the field of security knows that the weakest link is sometimes the human factor. We will make maximum use of the capacities of technology, including artificial intelligence, in the function of prevention and the exercise of the duties of the State Police," he said.

Responding to concerns about privacy and the protection of personal data, Lamallari guaranteed that all data will be stored according to the deadlines set by law. "The footage will be stored for a maximum of 90 days, only in cases where they are of interest to the State Police. After this deadline, the data will be destroyed according to legal procedures," he stated.

The Minister explained that the system does not perform massive processing of personal data, but only identifies moments that the artificial intelligence system considers important for immediate police intervention. "There is no general processing of data. The system only identifies those moments that are considered of interest for prevention and rapid police response," Lamallari said.
