Scientific research, with three levels of funding - New institutions, no performance criteria for the first 3 years

The government has approved a new funding model for science and scientific research, aiming to increase efficiency and transparency in the distribution of public funds. It is a new funding structure that relies on the performance and competitiveness of research institutions.
The new model is based on three main pillars: core institutional funding, performance-oriented funding, and funding for competitive research projects.
This aims to guarantee the sustainable functioning of institutions, but also to promote quality and concrete results in scientific research.
Core and performance-related funds will be covered by the state budget through ministries and central institutions, while project funding will be administered by the National Agency for Scientific Research and Innovation.
Performance-related funding will not apply immediately to new research institutions. For the first three years, they will only benefit from core funding and support for competitive projects, while the performance scheme will come into effect from the fourth year.
The decision also provides that funds for research projects will be distributed through open calls and competitive procedures, aiming for broader involvement of researchers and raising standards in this sector.
